What counts as an exact duplicate candidate?
A conservative first rule compares invoice, shipment, charge type and amount. When all four repeat, the later row can be queued for review. This is deliberately narrower than fuzzy matching because false positives waste analyst time.
What to verify before escalation
Check whether the rows represent separate legs, corrected invoices, split billing, rebills, credits, or intentionally repeated services. Preserve both source rows in the Evidence Pack so a reviewer can explain the flag.
Do not double-count exposure
One source row can trigger more than one rule. Recovery OS summarizes candidate exposure by source row so a duplicate flag and a rate-variance flag on the same line do not automatically inflate the headline number.
